托福寫(xiě)作之政府篇

政府話題是托福近三年來(lái)較為常見(jiàn)的話題，很多學(xué)員都覺(jué)得這類話題比較寬泛，無(wú)法入手，下面就拿一道題目進(jìn)行講解，然后總結(jié)這類話題的規(guī)律。

Do you agree or disagree with the following statement:
       It's important for the government to provide money for things that are beautiful and not just for things that are practical.

首先分析兩個(gè)抽象詞：beautiful thing 和practical thing；看似無(wú)從下筆，但這種題目就是紙老虎，我們只需要思考我們生活中的幾個(gè)方面就好，美麗的事物有：高尚的品格、美麗的自然風(fēng)光，美麗的文化；實(shí)際的事物有：物質(zhì)生活、教育、醫(yī)療、交通等。

因此brainstorming的結(jié)果為：

YS（觀點(diǎn)）政府應(yīng)該資助更為實(shí)際的事物
       R1（理由1）可以提高醫(yī)療質(zhì)量和完善其體系
       R2（理由2）可以資助教育事業(yè)（為未來(lái)做準(zhǔn)備）
       R3（理由3）美麗的事物不僅僅需要政府更需要社會(huì)每一個(gè)人來(lái)做

總得來(lái)說(shuō)，對(duì)于政府類題目，我們要將政府所關(guān)注的方方面面轉(zhuǎn)化為人們關(guān)注的，這樣就可以大大節(jié)約我們的思考時(shí)間。

根據(jù)常考政府話題總結(jié)以下幾個(gè)方面：

完善教育體系（implement education system）
       增設(shè)醫(yī)療設(shè)備（add medical equipments）
       解決交通問(wèn)題（solve traffic problems）
       提高就業(yè)比率（raise employment rate）
       保護(hù)文化遺產(chǎn)（reserve cultural heritage）
       降低犯罪比率（lower criminal rate）
       專注科學(xué)研究（concentrate scientific research）
       改善環(huán)境（promote environment）

考生可以通過(guò)這八大方面來(lái)展開(kāi)論述，這幾個(gè)方面的好處就是可以舉很多例子，更多的個(gè)人的，考生可以經(jīng)�？葱侣勈章�(tīng)廣播（例如CNN、NPR等）來(lái)獲取相關(guān)資料。

下面是幾個(gè)寫(xiě)作素材，以便考生以后使用：

題目1：it's important for the government to build new housing than preserving old and historical building.（6/07/2011）
       Ancient buildings, weathered by wind and storm, have survived for many decades. Around the globe, these architectures are highly regarded as the symbol of the past beauty and achievement though not as modern and multifunctional as the newly ones. If not properly preserved well, all of these "heritage " will wither away, perpetually perishing in human history. When our descendants raise questions to us: what was like in the past, we are left no choice but to open books or search on the Internet to show pictures to them, which,I believe, is far less efficient than the vividness that those old buildings can provide. For example, in Tianjin, the grand five streets remain in downtown areas for almost one hundred years. Though once concerned about making space for skyscrapers, local government determined to preserve and even renovate these western style buildings. This measure attracts an increasing number of tourists and reminds their people of that period of history.（文化遺產(chǎn)類）

對(duì)于這個(gè)題目，我們可以更多的考慮保護(hù)古老建筑的好處，下文主要前半部分強(qiáng)調(diào)這類建筑的重要性，后半部分舉例論證這些古老建筑所帶來(lái)我好處。

要掌握的短語(yǔ)：

wither away 磨損、凋零
       survive + 一段時(shí)間
       the symbol of= be symbolized as ...標(biāo)志
       perish as time passed 隨著時(shí)間流逝而滅忙
       be left no choice but to do不得不做
       renovate buildings 翻新建筑

題目2：people can solve important problems by themselves or with the help from their family members, so there;s no need for the government to help them.（1/08/2012）
       Family and individuals, though to some extent, can solve various tiny or daily issues all by themselves. However, there still remain some aspects we average person or family cannot cope with. Education seems to be the responsibility of students and their families. But as the tuition fee soaring up increasingly in recent years especially among private schools, average family cannot afford it and guarantee their children to continue with their academic study in colleges. Taxation paid by their citizens, government should and can sponsor some of these poor families by evaluating their financial situation. Besides, their policy of scholarship for students will encourage this young generation to commit themselves to pursuing knowledge. （學(xué)費(fèi)問(wèn)題）

本文先開(kāi)始解釋個(gè)人和家庭無(wú)法解決的學(xué)費(fèi)問(wèn)題，然后以納稅人的權(quán)益為由建議政府資助，最后給出這么做的好處。
