題目:In recent years, many countries focus on reducing the traffic on the road, for example, introducing the congestion tax on vehicles during rush hours, do you think it is a positive or negative development?

In modern society, whether the government should introduce the congestion tax on vehicles during rush hours has long been the heated discussion. Those are those who believe that imposing tax on vehicles can ease the situation. Others dispute this view, claiming that it would probably lead to a public backlash. From my own perspective, both views are reasonable to some degree.
Indeed, congestion charges can bring about some advantages. Firstly, it would significantly raise tax revenue. To be more specific, the great amount of money can be spent on other forms of public transport and increase alternatives to driving. Therefore, it may shifts some travellers from private cars to public transport. Secondly, it can greatly mitigate congestion and the associated costs of time lost, emissions and pollution. If this is the case, the government can consider delaying or possibly even eliminating the need to build major new freeways or widen existing ones.
However, undoubtedly, it can also cause some problems. To be more exact, it is expensive to administer as the costs of collecting congestion charges is much higher than that of petrol tax. As a result, it requires sophisticated technology to chase up drivers who refuse to pay or try to avoid. Take the UK as a great example, since the congestion charges have been introduced, there has been a growth in the number of false number plates and schemes trying to escape from paying tax. Moreover, for small cities, the administration costs may be prohibitive.
In summary, most people can benefit from the mitigating traffic congestion, but the severe problems caused can never be ignored. So, it is our government’s obligation to calmly analyse the whole situation and make the wise decision.
