Stem: n. 莖;v. 阻止，遏制。動(dòng)詞的用法很好，可以用來(lái)替換prevent.

Curb:vt. 一直，限定（不好的事物），可以跟上面的stem做替換。

4、Republicans do not like that idea at all, and have introduced bills in Congress to strip the EPA of its regulatory authority over greenhouse gases. (They also have no intention of passing any measures of their own to fight climate change.)
