A senior official in charge of work safety in China says a "very serious dereliction of duty" is to blame for the deadly explosion at a factory in Jiangsu Province.

The explosion happened in the city of Kunshan on Saturday. As of Monday morning the death toll has risen to 75.

185 others have been injured.

The injured are receiving both physical and psychological treatment at hospitals.

An injured victim is transferred to the Hospital Affiliated to Nantong University to receive medical treatment in Nantong, east China's Jiangsu Province, Aug. 2, 2014.

Hospitals in Kunshan are bringing in burn specialists from other cities to help care for the injured.

Zhu Shihui is a doctor of burn surgery at a hospital in Shanghai.

"We are faced with two difficulties. A team of qualified volunteers and counselors are ready to provide psychological help to the injured and their families.

Yang Wenhong is the secretary-general of the Kunshan Psychological Counseling Volunteers Association.

"Our work consists of two parts. First, we will accompany the victims' families. Some family members couldn't see their loved ones staying in the ICU. We will stay with them, take care of their daily needs and help them solve problems. Second, we will provide professional psychological support to the people in need."

Counselors say psychological intervention for the victims is an important but very long process.

Meanwhile, two senior executives of the company have been placed in police custody. Officials are saying the explosion was a work safety accident.

The State Council, China's cabinet, has set up a special panel to investigate the accident. The country's top prosecuting body has also sent officials to the scene to probe into possible crimes of dereliction of duty.
